I mean, the idea of only allowing official bounty hunters to collect bounties and only join NPC corp to do this is a dandy idea, in a RP sense.
However, this does nothing to correct the fundamental flaw in the entire system. Which, is Player A (the bounty Hunter) makes a deal with Player B (the Hunted) to consensualy pod for the bounty and split it.
Not being able to transfer the money to a pilot whom you've collected a bounty from is easily circumvented by multiple accounts and alts. In this sense, bounty hunting cannot be "fixed".
I offer 10,000,000 isk to the player who comes up with a bounty hunting "fix" that cannot be circumvented with mutliple accounts and/or alts; or a third, fourth, fifth party, etc. One where the hunter is paid (isk) for the kill, and the killed pilot cannot, in any way, profit from the bounty. And having the hunted pilot pay the bounty is not an option.

Simply put, you place a bounty on somone when they anger you, or cause some damage, correct? Your goal is to cause them damage in way of revenge.
Instead of placing a bounty on somones head and giving the money to the killer all in one lump sum, create a 'damages account'. Essentially, when you destroy his ship you recieve a certain ammount of ISK from the damages account based apon the total value of his ship. And if you pod him, you draw more from the damages account based on implants and skill points lost. The prices for these would have to be set by the developers, but could potentially be the galactic average for an item over whatever period of time. And for skills/implants the developers could again decide apon a fair price per skill point/per implant. And in order to combat a corporation putting a rediculous sum on a persons head, effectively forcing them to quit or die many painful times, a ISK limit could be imposed on bounties. Only a certain number of ISK over a certain period of time. Again, the developers would be in a much better position to figure out a good number, but it could be set off such things as skill points, game days played, money made (if thats kept track of).
This fix cannot be circumvented by multiple accounts, alts, or multiple parties, simply put because there would be no profit whatsoever by the hunted. The amounter the hunter gets is roughly what the hunted loses. The hunter is still paid for the kill, and the killed in no way gains from this transaction. The hunted pilot does not in any way pay for the bounty.

To combat your claim, it could be a galactic average. Furthermore, the damages ammount could be a bit less than that galactic average, to prevent that. In addition, the deal is usually 50/50. I personally don't know of any two regions where the cost of something doubles like that. But again, the developers can regulate such things using the information we do not have.
